Language version:

Mauritania’s network operators have been failing the consumers on the service quality. Mauritania’s little population, as well as the low economic output, has very limited country’s ability to be able to develop the growth. There are also some practical challenges which are relating to the transparency as well as the tax burdens that have the hindered foreign investment. Telecom industry also faces various hurdles through the efforts proceeds to be made to address them with the financial support from the government and the World Bank as well as the European Investment bank.

Such efforts have been aimed at implementing the appropriate regulatory measures as well as promoting further penetration of the fixed-line broadband services by enhancing national backbone network and also ensuring that the connectivity to the international telecom cables as well as facilitating the operator access to the infrastructure. Despite such efforts, the Mauritel has maintained the virtual monopoly in fixed-line sector as well as there being the minimal stimulus for the new market entrants. The penetration of the fixed telephony and the broadband penetration has been low, and it has been expected that it is going to remain so in the coming years.

Most of the voice, as well as data services, have been carried over mobile networks maintained by the Mauritel, Chingeuitel, and Mattel. The Population penetration of the 3G has been high despite there being very minimal developments in the LTE, and as a consequence, the mobile broadband access speeds have been low, hence placing the break on the potential for the mobile commerce as well as the related applications. The regulator has also struggled to be able to enforce the good quality of the service among the operators, despite the fines being imposed. This does represent a very significant challenge, given importance of the mobile networks for the basic telecom services.

Some of the key developments in this report include:

- The report updates do include the ITU data for the year 2017, the operator data for the Q3 2018 as well as the recent market growth.
- Some 1600 kilometers of the new fiber backbone network laid as part of the WARCIP funded project.
- Mauritania has been expected that it will join the regional failings and the poor QoS.
- Mattel secures the satellite backhaul connectivity for the remote areas.
- The Poor Quality of service has remained an issue for the consumers.
- MNOs have been fined for the SIM cards registration failings as well as the poor QoS.
